A curated selection: Dedicated servers with ISPmanager on Windows with DDoS protection. We picked providers matching these criteria and sorted them by rating and real reviews.

What matters about this combination of criteria: A dedicated server is 100% of a physical machine's resources with no neighbours. ISPmanager is a convenient localized panel with a lower licence cost. Windows Server is needed for 1C, MS SQL, ASP.NET and .NET apps. DDoS protection filters attack traffic before it reaches the server.

Bottom line: for most projects in Ukraine the ideal VPS means NVMe storage, a 99.9%+ SLA, a convenient panel and support in your language. Start with the ranking leaders above and compare them side by side.

Frequently asked questions

When you need guaranteed resources with no neighbours: high-load sites, large databases, rendering, video processing. When a VPS no longer suffices or maximum performance matters.

A dedicated server is a full physical machine just for you. A VPS is a virtual slice of a physical server shared with others. Dedicated costs more but gives 100% of the resources.

A control panel popular in Ukraine and the CIS, with a full feature set: sites, databases, email, users. It supports a Ukrainian interface.

A lower licence cost and localization. They're functionally similar, so ISPmanager is a good choice if you want cPanel-level features for less, especially on a VPS.

A Windows VPS is essential for apps that only run on Windows: 1C, MS SQL Server, ASP.NET, .NET software and corporate systems. For regular websites, Linux is better and cheaper.

With most providers, yes — the Windows Server licence is included in the plan price. Confirm the version (2019/2022) and licence type (Standard/Datacenter) before ordering.
